Program Manager (Information Technology)Location: The PentagonClearance: Top Secret (active clearance verifiable in JPAS)Travel: Less than 5%The Program Manager (PM) is a management and supervisory level position that reports directly to the Chief Executive Officer (CEO). The PM is responsible for the on-site, day-to-day and long term management, leadership, technical, and administrative responsibilities and functions performed in a multiple office environment. The PM executes project guidance and direction from the CEO and coordinates directly with the Contracting Officer and Contracting Officer's Representative (COR) and with the government Technical Points of Contacts (TPOC) in the execution and modification of the contract.The PM is responsible for meeting contractual requirements, customer expectations, and the effective, efficient, and productive execution of the contract. The PM enforces the quality procedures and standards for all contract products and establishes or approves all processes used to create products. The PM assigns priorities of efforts and allocates resources as necessary between the task paragraphs.The PM is responsible to the CEO for contract profit and loss.PM Duties and Responsibilities:* Organize, direct, and coordinate planning and production of all contract activities* Interface with client management including the Contracting Officer and the Contracting Officer's Representative (COR)* Recruit personnel necessary to perform assigned tasks* Establish and alter (as necessary) program organization to provide effective contract support* Assign, schedule and provide configuration control and quality assurance of project team deliverables* Ensure conformance to task specifications and contract provisions* Supervise task leads and technical leads, as applicable* Establish and manage customer relations* Represent MYMIC and the MYMIC Team at government meetings and briefings* Manage external and internal reporting requirements* Develop contract operating budget to include staffing levels* Manage contract and subcontracts to include modifications* First line supervisor for MYMIC employees' HR and payroll functions (time cards, time off, performance evaluations and employment actions)Education/Experience:* Master's Degree in a technical or management discipline from an accredited college or university with a minimum seven (7) years of task related experience to include a minimum five (5) years managing complex projects involving large numbers of people in subordinate groups, OR,* Bachelor's Degree in a technical or management discipline with a minimum fifteen (15) years' experience managing progressively more complex systems/projects may be substituted* Must have experience in leading Information Technology-based projects and the use of systems engineering development approachSkills and Abilities:* Communicate effectively orally and in writing to include briefings to the Senior Joint Staff leadership* Data and trend analysis and reportsClearance Requirement:* Active Top Secret security clearance with SSBI completed in the last five years. Clearance must be verifiable in JPASTravel Requirement:* Routine local travel in Northern Virginia area. Infrequent travel to headquarters in Portsmouth, Virginia.This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
