The Patient-Centered Outcomes Research Institute (PCORI) is an independent nonprofit organization authorized by Congress in 2010. Position Summary



PCORI's Research Synthesis and New Technology program is seeking a Program Officer for New Technology (i.e., emerging healthcare interventions), who will oversee a portfolio of projects related to emerging healthcare interventions. Research Synthesis and New Technology, a growing program that aligns with PCORI's National Priority to Increase Evidence for Existing Interventions and Emerging Innovations in Health. PCORI's team monitors emerging healthcare interventions from pre-approval research, immediately after approval, up until early diffusion into clinical practice; we perform this monitoring primarily through the conduct and management of two product portfolios, PCORI's Health Care Horizon Scanning System (HCHSS) and the Emerging Technology and Therapeutic Reports.



The Program Officer will support the program development and provide necessary oversight of activities through strategic planning and development of research topics and evidence products essential and responsive to PCORI's stakeholders. Activities include working with external stakeholders (e.g. patients, caregivers, clinicians, payers, policy makers, and researchers) and PCORI staff to determine priorities for project development for product portfolios (currently Emerging Technology and Therapeutics Reports and Horizon Scanning); the Program Officer will also work with the team to develop these priorities into planned products. The Program Officer will develop statements of work for contracts that will meet the requirements for these priority topics, and work with Procurement to select meritorious contractors for the work. The Program Officer will then oversee the contractor's work to provide insight on PCORI's needs and requirements as well as to ensure timely completion of quality products. In addition, the Program Officer will provide their expertise in emerging technologies to other programs across PCORI, as well as to external stakeholders.



Duties and Responsibilities



  • Engage and collaborate with stakeholders and internal staff to identify and scope potential emerging healthcare intervention topics for which our products could contribute to improved decision making, and improved patient outcomes.

  • Under direction of team leadership, manage and collaborate in the prioritization and development topics for emerging healthcare intervention products.

  • Manage operational and strategic planning of emerging healthcare intervention product portfolios to include developing requests for proposals, reviewing contract applications, and oversight and review of the contractors' work to ensure timeliness, quality, and accuracy.

  • Engage, consult, and collaborate with staff from other PCORI programs on ongoing activities and cross-cutting initiatives.

  • Represent PCORI through writing and public speaking.

  • Provide consultation as necessary to other PCORI staff on ongoing activities and areas of the incumbent's expertise.

  • Expertise in comparative effectiveness research, clinical research, epidemiology, and/or outcomes research.

  • Familiarity with evidence syntheses such as systematic review, meta-analysis, evidence maps, and other methodologies.

  • Understanding of clinical care and health care systems.

  • Familiarity with engaging stakeholders in topic or product development

  • Clear written communications skills for both technical and lay audiences.

  • Strong oral presentation skills.

  • Excellent organizational skills, with an ability to multitask and to manage multiple deadlines.

  • Strong project management skills.

  • Ability to work with multiple stakeholders external to the organization.

  • Ability to work independently and collaboratively in teams.

  • Experience developing statements of work and managing contracts is a plus.

  • Strong knowledge in computer skills including PowerPoint, Word, and Excel







  • Doctoral degree or a clinical degree (e.g., medicine, nursing, pharmacy) with 2+ years of experience in a research discipline relevant to patient-centered outcomes research (e.g., clinical epidemiology, health services research, sociology, psychology, health policy, biostatistics, economics) OR a Master's degree in relevant field (e.g., MPH, MPA, MPP; or MBA) and 5+ years of experience.

  • Proven track record and leadership potential in clinical research.

  • Demonstrated progressive experience working in complex matrix organizations.

  • Demonstrated progressive experience working with researchers and end-users of research preferred.

  • Demonstrated understanding of principles and processes of scientific publication. Some experience as first author of published journal articles preferred.
