Raytheon Intelligence and Space (RIS) is looking for a Software Department Manager for the Airborne Radar and Mission Systems (ARMS) department within the Intelligence Surveillance and Reconnaissance Systems (ISRS) mission segment of Raytheon in north Texas. Relocation assistance is authorized for this position.

Raytheon designs, develops, produces and supports a vast array of electro-optical/infrared sensors, active electronically scanned array/scanning radars, and various integrated systems solutions to provide customers with actionable information for strike, persistent surveillance, and special mission applications. These best-in-class systems perform detection, identification, tracking, targeting, navigation, weather, and situational awareness tasks from a variety of airborne platforms including maritime, littoral and overland patrol aircraft, unmanned aerial systems, and other tactical, attack and transport rotary and fixed wing aircraft.

As a Software Department Manager, you will be responsible for ensuring program technical, cost, and schedule performance with continuous status monitoring and problem resolution spanning across multiple programs in the ISRS Mission Area. The Software Department Manager will report directly to the Intelligence Surveillance and Reconnaissance Systems Software Engineering Director and will work collaboratively with other discipline Department Managers, Chief Engineers and Senior Staff to accomplish the goals of the mission area.

As a Software Department Manager, responsibilities include

  • Develop and manage a team of approximately 95 Software engineers including department Software Section Managers, Technical Leads, Engineering Fellows and individual contributors of various experience levels
  • Software execution oversite of programs supported by the department to ensure the programs meet customer commitments within program cost, schedule and technical constraints.
  • Staffing, workforce planning, and the development of skilled software engineers to ensure execution success for current and planned growth programs.
  • Oversee department contributions to Engineering Change Proposals (ECPs), Rough Order of Magnitudes (ROMs) and Non-Binding Budgetary Estimates (NBBEs) including assuring that the proposed solution is fact / metric based, compliant and meets the price to win strategy.
  • Review and approval of the software engineering Estimates at Completes (EACs) and the application of corrective actions as necessary
  • Support career development of the engineers within the department by conducting performance reviews of department staff, assessing / assigning performance ratings, and planning merit adjustments and promotions for their department.
  • Leverage new technologies, methodologies, tools and processes used in industry to ensure their department increases efficiency, software quality and keeps Raytheon competitive.
  • Deployment and oversight of organizational initiatives.
  • Responsible for ensuring appropriate analysis and quality of collected execution metrics.
  • Overseeing and approving use of department overhead expenses including employee training, travel, relocation, morale events and computer / mobile assets.
  • Keeping the ISRS Software Director informed of current status, issues, and forecasted problems/gaps while ensuring communication of flow down of information and requests though out the department

  • Required Skills
  • 12+ progressive years of software development and/or software leadership experience.
  • 4+ progressive of experience as a Section / Line Manager or Integrated Product Team Lead.
  • Experience managing a team of leaders
  • Strong software development background
  • Experience with Earned Value Management and preparing and analyzing software metrics
  • Experience working on proposals including a demonstrated ability to prepare metric / fact-based cost estimates, delivery schedules, and technical solutions to meet the price to win.
  • Current in the technologies, methodologies, processes, and tools used in the software industry with a demonstrated track record of deploying these on programs.
  • Ability to effectively communicate both written and verbal
  • Bachelor¬ís Degree in Computer Science, Software Engineering, Math or other relevant technical discipline.
  • Active DoD Secret

    Desired Skills:
  • Strong real time embedded software background
  • Prior experience developing Radars or other sensors
  • Prior experience managing large teams
  • Experience working on a development program using an Agile / Scrum methodologies and DevSecOps pipeline concepts.
  • Experience managing a combination of local and remote teams.
  • Experience bidding and oversight of Firm Fixed Price (FFP) programs.
  • TS/SCI clearance

    • Required Education:
    Minimum Bachelor’s of Science degree (B.S.) in Electrical Engineering, Computer Engineering, Computer Science, Software Engineering or related field
